State of Alaska Situation
Blizzard Warning
The National Weather Service in Anchorage has issued a blizzard warning for Northeast Prince William Sound including Valdez and Thompson Pass.  A blizzard warning remains in effect until 9 pm this evening.  Winds are expected to increase back up to 30 to 45 mph through Thompson Pass by this afternoon and continue into this evening. Additional snowfall amounts of 8 to 12 inches are expected into this evening on top of roughly two feet of snow. The combination of these winds and snowfall will result in visibilities reduced to one quarter mile or less through Thompson Pass. Conditions are expected to improve late this evening.

North Pole Drainage Issues
DHS&EM is monitoring drainage problems occurring around several homes in the Christine Road area near North Pole. Apparently cold temperatures and lack of adequate snow cover are causing problems with ground water flow. DHS&EM is monitoring the situation and will coordinate with the Fairbanks North Star Borough if state assistance is requested.

FEMA 1669-DR-AK (’06 October Southern Alaska Storm)
Effective December 8, 2006, a Presidential Declaration of a major disaster for the State of Alaska was signed for the October 2006 storm that caused severe flood damages in certain southern areas of Alaska.  Applicant briefings have been completed for Cordova, Valdez and Kenai Peninsula Borough.

State Individual Assistance for ’06 October Southern Alaska Storm is available to individuals and families in the Cordova, Glennallen, Valdez and Seward areas who suffered damages to real property (primary residence), personal property and transportation.  U.S. Small Business Administration assistance is available in the Chugach REAA, Copper River REAA, and Kenai Peninsula Borough areas.

The application period to apply for State Disaster Assistance is November 27, 2006 to January 26, 2007.  Persons wishing to apply should call 1-800-921-3682.

FEMA in Alaska for Federally-Declared Disasters
A FEMA Joint Field Office in Anchorage is in support of three federally-declared disasters: 06 Hooper Bay Fire (FEMA 1666-DR-AK), 06 August Southcentral Flooding (FEMA 1663-DR-AK) and ’06 October Southern Alaska Storm (FEMA 1669-DR-AK).

National Situation
As of Tuesday, Dec. 19, 2006, at least 2,956 members of the U.S. military have died since the beginning of the Iraq war in March 2003, according to an Associated Press count. The figure includes seven military civilians. At least 2,369 died as a result of hostile action, according to the military's numbers. More...

International Situation
A suicide car bomber slammed into a police checkpoint in Baghdad on Wednesday, killing 11 people and injuring 24. Four policemen were among those killed in Baghdad's Jadriyah district, and six were among the injured. Police kept the neighborhood cordoned for hours, and commuters passed by the wreckage on foot. Jadriyah is home to several prominent Iraqi politicians, including President Jalal Talabani, and to Baghdad University. Another suicide car bombing killed one civilian and injured four in northeastern Baghdad, police said. The explosion set fire to six parked cars. More...

U.S.-led forces captured a senior al Qaeda leader who was responsible for hundreds of civilian deaths and housed foreign fighters who carried out suicide bombings, the U.S. military said Wednesday. The leader, who was not identified, was arrested in a raid in Mosul on December 14, the military said in a statement. More...
