World Health Organization Pandemic Phase - Phase 3: No or very limited human-to-human transmission (An Influenza Pandemic situation report, which contains an explanation of the WHO Pandemic Phases, is attached to this situation report and updated every Tuesday) (Note: Because there are no significant changes to the Pandemic Influenza situation - world-wide, national or within the State - we are not publishing a new situation report for the week of 18-24 December. Refer to last week's report and you'll have information that's as current as it needs to be. We'll publish an updated report next week ( the week of 25-31 December.)
State of Alaska Situation
High Wind Warnings
- The National Weather Service in Yakutat has issued high wind warning for Cape Fairweather to Cape Suckling Coastal area including Yakutat. A high wind warning is in effect from 9 am this morning to midnight tonight. A strong storm in the Gulf of Alaska is moving north. The associated front is expected to move onshore on the eastern gulf coast this afternoon. East winds 15 to 25 mph near Yakutat. East winds 35 mph with gusts 60 mph west of Icy Bay.
- The National Weather Service in Juneau has issued high wind warning for the following areas:
Salisbury Sound to Cape Fairweather and Cape Decision to Salisbury Sound Coastal areas including the Cities of Elfin Cove, Pelican, Sitka, and Port Alexander. Southeast winds will increase along the coastal areas of Southeast Alaska today with winds 25 to 40 mph with gusts to as high as 65 mph can be expected through midnight tonight.
- The National Weather Service in Annette has issued high wind warning which is in effect from 9 am to midnight tonight for Dixon Entrance to Cape Decision Coastal area including the Cities of Craig and Klawock. Southeast winds gusting to 65 mph are possible with this storm.

North Pole Drainage Issues
DHS&EM is monitoring drainage problems occurring around several homes in the Christine Road area near North Pole. Apparently cold temperatures and lack of adequate snow cover are causing problems with ground water flow. DHS&EM is monitoring the situation and will coordinate with the Fairbanks North Star Borough if state assistance is requested.
FEMA 1669-DR-AK (06 October Southern Alaska Storm)
Effective December 8, 2006, a Presidential Declaration of a major disaster for the State of Alaska was signed for the October 2006 storm that caused severe flood damages in certain southern areas of Alaska. Applicant briefings have been completed for Cordova, Valdez and Kenai Peninsula Borough.
State Individual Assistance for 06 October Southern Alaska Storm is available to individuals and families in the Cordova, Glennallen, Valdez and Seward areas who suffered damages to real property (primary residence), personal property and transportation. U.S. Small Business Administration assistance is available in the Chugach REAA, Copper River REAA, and Kenai Peninsula Borough areas.
The application period to apply for State Disaster Assistance is November 27, 2006 to January 26, 2007. Persons wishing to apply should call 1-800-921-3682.
FEMA in Alaska for Federally-Declared Disasters
A FEMA Joint Field Office in Anchorage is in support of three federally-declared disasters: 06 Hooper Bay Fire (FEMA 1666-DR-AK), 06 August Southcentral Flooding (FEMA 1663-DR-AK) and 06 October Southern Alaska Storm (FEMA 1669-DR-AK).
International Situation
A remote-controlled bomb targeting an Afghan police convoy killed five policemen in the troubled southern province of Uruzgan on Friday, a provincial government official said. No further details were immediately available, spokesman Abdul Qayon said. Earlier in the day, a suicide bomber trying to assassinate a member of parliament killed one civilian and wounded seven in Kabul, police said. More...
Five more American troops were killed in fighting west of Baghdad, the military said Friday, pushing the U.S. death toll since the war began closer to 3,000. In December, 76 American troops have been killed; at the current rate, the number of U.S. combat deaths this month could meet or exceed the previous monthly record for 2006. At least 2,964 American troops have died since the beginning of the Iraq war in March 2003, according to an Associated Press count. More...
