State of Alaska Situation
Adak Power Problems
Adak reported today that power has been restored to the entire community.  Local and long distance telephone service has been fully restored and most of the airport systems are back in service.  The airport Automated Weather System is not working, but FAA technicians were expected to arrive today to repair it.  At this time, Adak is not requesting State assistance.  The SECC has been monitoring the situation and has been in regular contact with officials and representatives of Adak.  The SECC has also been coordinating potential response actions with the Alaska Energy Authority, Alaska National Guard, Alaska DOT, FAA, USCG and other state and federal agencies.

Sheveluch Volcano (Kamchatka Peninsula, Russia)
Activity at Sheveluch Volcano on the Kamchatka peninsula has decreased, however there is still a potential hazard to international aircraft.

High Wind Warnings:
The National Weather Service has issued high wind warnings for the following areas:
- Cape Fairweather to Cape Suckling coastal area including Yakutat from 9 am Friday until 6 pm Friday.  An intense weather system will produce southeast wind gusting to 60 mph Friday morning.
- Salisbury Sound to Cape Fairweather coastal area and Cape Decision to Salisbury sound coastal area including Elfin Cove, Pelican, Sitka and Port Alexander from 6 pm this evening to 3 pm Friday.  Southeast winds gusting to 45 mph today will increase to 35 to 45 mph with gusts to as high as 70 mph tonight and Friday. Winds are forecast to shift to the southwest and gust to 45 mph Friday afternoon.
- Dixon Entrance to Cape Decision coastal area including Craig, Klawock and Hydaburg from 6 pm Thursday evening until noon Friday. Southeast wind to 25 mph gusting to 45 mph through this afternoon will increase late this afternoon to 35 mph with gusts to 70 mph by 6 pm this evening. Wind will begin to diminish near noon Friday to around 30 mph.
- Southern inner channels including Ketchikan, Metlakatla Thorne Bay, Kasaan and Hollis from 6 pm this evening to 12 pm Friday.  Southeast wind to 25 mph gusting to 45 mph through this afternoon will increase late this afternoon to 35 mph with gusts to 65 mph by 6 pm this evening. Wind will begin to diminish near noon Friday to around 30 mph.

Heavy Snow Warning
The National Weather Service has issued heavy snow warnings for the Haines borough and Lynn Canal area including Haines until noon today and from 9 pm this evening to 9 am Friday. Heavy snow will continue to fall across the Haines area this morning then end through the afternoon. Heavy snow is expected to develop again this evening and continue through Friday morning.  A total snowfall 8 to 12 inches of snow is expected by late this morning. Another 8 to 12 inches is expected by Friday morning.

FEMA 1669-DR-AK (06 October Southern Alaska Storm)
Effective December 8, 2006, a Presidential Declaration of a major disaster for the State of Alaska was signed for the October 2006 storm that caused severe flood damages in certain southern areas of Alaska.  Applicant briefings have been completed for Cordova, Valdez and Kenai Peninsula Borough.

State Individual Assistance for 06 October Southern Alaska Storm is available to individuals and families in the Cordova, Glennallen, Valdez and Seward areas who suffered damages to real property (primary residence), personal property and transportation.  U.S. Small Business Administration assistance is available in the Chugach REAA, Copper River REAA, and Kenai Peninsula Borough areas.

The application period to apply for State Disaster Assistance is November 27, 2006 to January 26, 2007.  Persons wishing to apply should call 1-800-921-3682.

FEMA in Alaska for Federally-Declared Disasters
A FEMA Joint Field Office in Anchorage is in support of three federally-declared disasters: 06 Hooper Bay Fire (FEMA 1666-DR-AK), 06 August Southcentral Flooding (FEMA 1663-DR-AK) and 06 October Southern Alaska Storm (FEMA 1669-DR-AK).

International Situation

Three bombs killed 13 Iraqis in Baghdad today, and the US military announced the deaths of three American soldiers. Iraqi forces backed by US troops captured an al-Qaida in Iraq terror cell leader south of Baghdad, the US military said today. The suspect, who was detained on Tuesday, is believed responsible for kidnapping two American soldiers from a checkpoint in June, the military said in a statement. The soldiers were later found tortured and murdered.
