State of Alaska Situation
Adak Power Problems
Adak reported yesterday that power has been restored to the entire community.  Local and long distance telephone service has been fully restored and most of the airport systems are back in service.  The airport Automated Weather System was not working, but FAA technicians were expected to arrive yesterday to repair it.  At this time, Adak is not requesting State assistance.  The SECC has been monitoring the situation and has been in regular contact with officials and representatives of Adak.  The SECC has also been coordinating potential response actions with the Alaska Energy Authority, Alaska National Guard, Alaska DOT, FAA, USCG and other state and federal agencies.  The SECC will continue to monitor the situation but will not include it in future situation reports unless there are further problems.

Alaska Volcano Summary:
The Alaska Volcano Observatory (AVO) reports that the following Alaskan volcanos have elevated activity:
Cleveland Volcano - Aviation Color Code: YELLOW, Volcanic Activity Alert Level: ADVISORY
Fourpeaked Volcano - Aviation Color Code: YELLOW, Volcanic Activity Alert Level: ADVISORY
Korovin Volcano - Aviation Color Code: YELLOW, Volcanic Activity Alert Level: ADVISORY
Veniaminof Volcano - Aviation Color Code: YELLOW, Volcanic Activity Alert Level: ADVISORY

Additionally, the following volcanos on the Kamchatka Peninsula have elevated activity and may pose a threat to aircraft in Alaska airspace or in international airspace near Alaska:
Karymsky - Aviation Color Code: ORANGE
Bezymianny - Aviation Color Code: YELLOW
Kliuchevskoi - Aviation Color Code: YELLOW
Sheveluch - Aviation Color Code: ORANGE

High Wind Warnings:
The National Weather Service has issued high wind warnings for the following areas:
-  Cape Fairweather to Cape Suckling coastal area including Yakutat  until midnight Friday night.  Southeast winds 30 to 40 mph with gusts to 80 mph are expected.  The airport in Yakutat is experiencing gusts of over 60 mph.
- Salisbury Sound to Cape Fairweather coastal area including Elfin Cove and Pelican until 6 pm this afternoon.  Southeast winds of 30 to 40 mph with gusts to as high as 70 mph are expected through the afternoon.  Winds will shift to the south and southwest 20 to 30 mph with gusts to 45 mph this evening.
- Cape Decision to Salisbury Sound coastal area including Sitka and Port Alexander until 6 pm this afternoon. Southeast winds of 30 to 40 mph with gusts to as high as 70 mph are expected through the afternoon. Winds will shift to the south and southwest 20 to 30 mph with gusts to 45 mph this evening.
- Western Aleutians including Shemya and Amchitka from 5 am to 4 pm Saturday. A weather front associated with a deep low in the north Pacific will move near the western Aleutians Saturday producing east winds 50 to 65 mph with gusts to around 80 mph. Winds are expected to diminish below warning level Saturday evening.

Blizzard Warning
The National Weather Service has issued a blizzard warning which is in effect until 5 pm this afternoon for Thompson Pass. Northeast winds of 35 mph with gusts to 50 mph are creating significant blowing snow through Thompson Pass with visibilities frequently reduced to one quarter mile or less. These conditions are expected to persist through the day, with winds subsiding late this afternoon.

FEMA 1669-DR-AK (06 October Southern Alaska Storm)
Effective December 8, 2006, a Presidential Declaration of a major disaster for the State of Alaska was signed for the October 2006 storm that caused severe flood damages in certain southern areas of Alaska.  Applicant briefings have been completed for Cordova, Valdez and Kenai Peninsula Borough.

State Individual Assistance for 06 October Southern Alaska Storm is available to individuals and families in the Cordova, Glennallen, Valdez and Seward areas who suffered damages to real property (primary residence), personal property and transportation.  U.S. Small Business Administration assistance is available in the Chugach REAA, Copper River REAA, and Kenai Peninsula Borough areas.

The application period to apply for State Disaster Assistance is November 27, 2006 to January 26, 2007.  Persons wishing to apply should call 1-800-921-3682.

FEMA in Alaska for Federally-Declared Disasters
A FEMA Joint Field Office in Anchorage is in support of three federally-declared disasters: 06 Hooper Bay Fire (FEMA 1666-DR-AK), 06 August Southcentral Flooding (FEMA 1663-DR-AK) and 06 October Southern Alaska Storm (FEMA 1669-DR-AK).
