State of Alaska Situation
The National Weather Service (NWS) continues their flood watch for ice jam and snowmelt flooding from Akiachak to the mouth of the Kuskokwim River.  There appears to be a large amount of water moving downriver; however, no further ice jams are expected for the Lower Kuskokwim River.  The joint DHS&EM/NWS River Watch team reports minor to moderate flooding in Kwethluk and Bethel.  DHS&EM is also investigating a report from the City of Bethel that the ice and flooding over the past day has damaged a portion of the riverbank protection wall.  The high water downriver of Bethel is expected to last another two or three days.  NWS also continues their flood warning for village of Buckland along the Buckland River, through tomorrow.

DHS&EM continues to monitor the situations regarding the loss of community infrastructure and/or buildings in cities of Deering, Nulato, and Point Lay.

Travel Advisory at Dalton/Elliott Highway. MP5 of the Dalton Hwy is open to 2 lanes.  The material on the road is soft, reduce speeds, use caution.  MP110 of the Elliott Hwy is open to 2 lanes.  The material on the road is soft, reduce speeds, use caution.  Watch for men and equipment working in the area.

Greenpeace was found guilty on two misdemeanors of criminal negligence for entering Alaska waters for an anti-logging campaign.  State regulators charged Greenpeace, ship Capt. Arne Sorensen and ship agent Willem Beekman with multiple counts of misdemeanor criminal negligence last July for not filing the spill plan or having proof of financial responsibility in case of a spill.

Federal authorities say members of a violent Mexican gang are using the Arizona border as a corridor to the country.  In the past year, Border Patrol agents have arrested about 10 members of Mara Salvatrucha a notorious international street gang in Mexico.  Yet according to federal and local law enforcement officials in Phoenix, Maricopa County, Tucson and Yuma, the gang members don't appear to stay in the state.

Recent attacks by Colombia's Marxist rebels display the training of IRA members captured in the country in August 2001.  Gen Carlos Ospina said there was no doubt Revolutionary Armed Forces (Farc) rebels were using IRA techniques in a counter-offensive launched in February.

Russian security services have detained a Chechen woman alleged to be a trainer for suicide bombers and another alleged militant in the Caucasus republic.  Interior Ministry forces detained the woman in the town of Urus-Martan late Saturday.

Interior Minister Ophir Pines-Paz announced Tuesday that he intends to revoke the Israeli residency of four members of an East Jerusalem Hamas cell behind the deaths of 35 people in multiple terrorist attacks.

China has labeled the 2008 Olympics in Beijing a top terror target and vowed to upgrade intelligence gathering with other countries, state media said.  The capital has already outlined security plans for the Games, making the most of foreign expertise, setting up an anti-terror force and even enlisting the help of subway, taxi and bus drivers.

Seven men have appeared in court in Mauritania charged with establishing a terrorist organization.  Prosecutors allege the men had been trained in Algeria by an Islamic militant group, the Salafist Group for Preaching and Combat.
